Yes, because sunlight is not the only explanation for the development of skin cancer. Hereditary factors also play a role, for example. Just as lung cancer can hit even a lifelong non-smoker, it is possible to get skin cancer even though you are avoiding the sun as much as possible.

How can Skin Cancer be identified?
